Editorial: Carbon-reduction plan a step forward

If California wants to achieve its goal of cutting greenhouse-gas emissions 25 percent by 2020 to fight global warming, it must find a way to cut down the biggest source of those pollutants: cars, trucks and other motor vehicles.

Even though transportation contributes 41 percent of greenhouse gases, our society is too geographically dispersed and mobile to realistically expect that we can dramatically reduce the number of miles we drive, ride and fly. So that means our vehicles need to become far more fuel-efficient. The less gasoline per mile that a car uses, the less heat-trapping carbon dioxide it spews into the atmosphere.

National fuel-efficiency gains have stalled for years as automakers peddled gas guzzlers while fighting every attempt to raise overall mileage standards.

California, which has a long history of pioneering environmental protections for the rest of the country, must take the lead again.

Assemblyman Ira Ruskin, D-Los Altos, with help from environmentalists at the Union of Concerned Scientists, has crafted an innovative bill, AB493, that uses a market-based approach to push drivers and automakers toward cars that emit less carbon dioxide.

State lawmakers should pass it.

The fees could make heavier-duty vehicles more expensive for some people who really need them. But supporters were careful to carve out exemptions for very small businesses, the poor and the disabled. And because new fuel-sippers would be cheaper after rebate, that also should push down the price for used cars that get good mileage, helping low-income commuters.

Automakers sold cars that people wanted to buy. With gas prices what they are in California, I'll bet they will soon be wanting cars that get better mileage...because driving a gas-guzzler comes with an automatic penalty in the way of costs-per-mile being high.

Provide, please, the scientific rationale that supports the belief that carbon dioxide does “trap” heat in the atmosphere.

Or is this something like the “phlogiston” theory that was so popular before the discovery of oxygen?

Because apparently some people have no clear idea of where oxygen comes from.

The primordial atmosphere of earth had NO oxygen, though there was an ample supply of methane, ammonia, carbon dioxide and water vapor, plus smaller amounts of sulfur dioxide, and the ‘noble gases’ like krypton, neon, xenon and argon. There was also some helium, but most of that escaped to outer space. Radon goes through continual breakdown by radioactive decay.

Actually, the Earth acts pretty much like a black body. Making the earth whiter (the albedo) doesn’t lower temperature much because it reduces both absorbtion and emission.

It is true that Carbon dioxide does reduce thermal emission, but so does water, and there is a bunch more water in the air than there is C02.

Some published books give credit to one of the most humble life forms for "terraforming" the place:

Stromatolites from cyanobacteria.

Some of the fossils are 3 billion years old, but the structures these bacteria build are still growing in different places. Shark Bay, AU is famous for them.

I'm thinking the newspaper industry, earth defilers and energy wasters that they are would be a little more sensitive to the needs of the little people.
