His solution is to give away the candy story (the US) to the illegals.
He does not see that giving illegals immediate legalized status as amnesty. His wiggle-wording is that amnesty deals with giving citizenship.

Specter admits it would have been better for this new bill to have gone through committee. He blames Reid for pushing the bill to a floor vote.
Hutchinson: You can't tell whether you have secured the border just by the number of apprehensions.
Hutchinson: ...need some kind of system to show progress in border security, rather than just someone's opinion [Chertoff, Bush] that it has been secured.
Hutchinson: The amnesty has to be addressed. And the Social Security has to be addressed. Chain migration needs to be changed to favor workers over family; it is currently the reverse.
He looks like a guy who's taken his boat out a few miles into the ocean to go fishing and suddenly realizes, he's out of gas.
