Hardly.
1. Bloomberg was a state actor, and thus subject to Constitutional burdens and limits (which do not apply to private citizens’ actions).
2. Per the Constitution, the City of New York has no right to burden private citizens of the Commonwealth of Virginia with its laws. (Here the law clearly applies to PP.)
