For CO2 forcing they ignore the absolute scale, and pretend the correlation must be causation, and that the difference between them is "climate sensitivity". In plain English, this is nonsense. But excellent point, that solar irradiance vs Temperature graph looks pretty correlated to me, there are too many other factors that you are never going to see a point by point perfect correlation but that's pretty close
