This is a classic logical fallacy, no different from Hillary calling us here at FR a part of some vast rightwing conspiracy (which implies we pose some grave danger to national security for the mere reason that she said so and she should be believed in total). It's sophomoric Ad Hominem.

The Psalmist is not engaging in name calling, rather He is describing the mental state of a person who would believe such a thing. Reason is against the Atheist. He cannot account for the world around him.
