Velazquez-Nava does not have documentation of legal U.S. residency, nor does he appear to have ever had a U.S. driver's license, authorities said.

This illegal immigrant had a previous encounter with the court system, police and got probation.
He was illegal then as well as he is now but obviously had not been reported as an illegal, a violation of law.
