Start indicting the guys buying the guns. Put a few New York cops in Georgia or Mississippi prisons, and the program should end fairly quickly. (Perhaps the mayors could be charged as co-conspirators.)

If I understand correctly, private investigators hired by NYC go outside of NYC (jurisdiction), commit a fradulent gun purchase (for which they are not prosecuted) so that NYC can sue the out of state gun dealer if they don't agree to have NYC monitor their operations?
The arrogance of Bloomberg knows no boundaries. IMNSHO, the NRA, GOA, and SAF, should step up with a team of lawyers and a pile of cash and defend the out of state dealers who don't want to cooperate and counter-sue Bloomberg.
