President Bush signed an agreement creating a "permanent body" that commits the U.S. to "deeper transatlantic economic integration," without ratification by the Senate as a treaty or passage by Congress as a law.
The "Transatlantic Economic Integration" between the U.S. and the European Union was signed April 30 at the White House by Bush, German Chancellor Angela Merkel the current president of the European Council and European Commission President José Manuel Barroso.
The document acknowledges "the transatlantic economy remains at the forefront of globalization," arguing that the U.S. and the European Union "seek to strengthen transatlantic economic integration."
The agreement established a new Transatlantic Economic Council to be chaired on the U.S. side by a cabinet-level officer in the White House and on the EU side by a member of the European Commission.
The current U.S. head of the new Transatlantic Economic Council is Allan Hubbard, assistant to the president for Economic Policy and director of the National Economic Council.
The current EU head of the council is Günther Verheugen, vice-President of the European Commission in charge of enterprise and industry.

It’s known as a “gentleman’s agreement,” and it expires automatically with his Presidency or whenever any contrary gentleman’s agreement, treaty, law, or constitutional amendment intervenes. This power of the Presidency derives from his responsibility to conduct foreign affairs, receive ambassadors, and negotiate with foreign powers. His successors may or may not continue the practice at their sole and exclusive prerogative. The other side typically can terminate the agreement under similar terms and conditions.

If the story is true its important to bear in mind that actual binding treaties that become the law of the land are spelled out in the constitution. They require advice and consent of the senate.
The President can sign all sorts of agreements but needs the Senate to give them real force.
I suspect this is a misreport about the break in the negotiations for cooperation that have been broadly reported elsewhere. Those talks are for a statement of joint strategy, not some weird kind of unification. This news source is notoriously unreliable.
Those talks (if this is the same story) are about creating a council to work out standards to make it so the same goods can be sold in both markets and covers things like intellectual property rules and rules so airlines can service both markets.
The rules agreed to still have to go through the normal law making and/or regulatory processes in each continent.
