I think it's a preemptive move to try to deflect any future criticism that may fall on her or her actions in the aftermath. And to my knowlege, NOBODY has criticized Sebelius of anything yet, sheesh!
If they point fingers first nobody can point fingers at them, they think. Typical convoluted thinking and deceptive approach that they frequently use. Shift public attention, shift blame, deny-deny-deny etc.
Plus it gives them yet another opportunity to dig at Bush.
Of course anybody with an ounce of objectivity can see Sebelius herself now looks weak because of this.
