You’re confusing two different issues.
If tens of thousands of illegal aliens riot in LA, pelting the police with rocks and bottles of urine, that’s a legitimate news event. But saying so doesn’t entail that illegal aliens were denied their civil rights.
The word “legitimate” modifies the word “new”, not the word “event”. That’s why there’s no comma between the two of them.
