Weirdly, there are obviously incompetent imbeciles in all kinds of high positions, and not only in government, but business too. They get shuffled around and always seem to "fail up," no matter how they screw up, they just keep getting promoted, and sometimes very fast. I've noticed they tend to have enthusiasm, self-confidence, energy, everything but brains. They're the "often wrong, never in doubt" type. Yet the people around them treat their utterances as if they're brilliant, when really they're morons.
I don't know what it is about these people that enables them to move up so far. But they do, in great numbers.
It's the pointy-haired boss from the Dilbert cartoon. That cartoon wouldn't be so popular if it wasn't so darned true about the world we live in. They're everywhere.

I meant to also address to you..
During my career of over 37 years with one company - a very large international high tech corp - we had a few “Dilberts”.
They usually met a point where they became self revealing due to their ineffectiveness or being reported by their subordinants and were “addressed.”
In my later years prior to retirement, I was a “remover”...
