He will also accept benchmarks without specific dates. I don't think Bush has the authority to shut down the government and move the money to DOD. He would be violating the law. Congress has the power of the purse.

I was responding to your suggestion that, "He will shut down other branches to support the troops in Iraq before that will happen." If by branches, you mean the other services, I don't think he can do that either. The Executive branch can only spend the money the way it is appropriated by Congress. You can't take money from the Navy and shift it to the Army. There are lots of fences built around the pots of money appropriated.

It depends on what actions must be taken if benchmarks are not met. Also, there may not be specific dates, but l general timelines. For example, if the Iraqi government fails to reach agreement on how oil revenues will be shared by October, the US will begin redeploying its troops. Or if the surge is not working by the end of September, the US will begin removing troops with a goal of a 50% reduction by the end of December.
Each sidem WH and Dems, must be able to claim victory to save face.

Their communist media was well postioned to push the “Aznar lied” story....just before their elections. Too bad more Spaniards didn’t question it.
