KANSAS CITY, Mo. A former Target employee who was turned down for a private security license and planned to "cause havoc" was identified Monday as the man who killed two people in a crowded mall parking lot before he was shot by police.

Sorta tends to validate the denial I suppose.
You said — “Guy got denied because he had two outstanding warrants. Another model citizen.”
And if he didn’t have them (in other words, at just a different time period...), he would have been a model citizen (except for his rampage). In other words, a lot of people are model citizens, until a certain point in time and then they are not. So, doesn’t really tell you a whole lot, in many cases.
For example, I would be considered a model citizen in terms of warrants (none ever issued) and say, like my driver’s license (about two or three tickets over about 30 years)..., but one time I was stopped and told I had a revoked driver’s license. Well, there went my “model citizenship” — except for the fact that it wasn’t legitimate. In other words, the DMV doesn’t know how it happened (it was about 20 years ago) and they simply apologized and fixed it and that was it.
Of course, except for the DA who decided that it didn’t matter whether it was the mistake of the DMV or not — I was still guilty. I went to court and he finally decided to drop it five minutes before the case came to the judge...
So, people are model citizens one minute and not the next — and then they are again...
Doesn’t mean too much, really...
I hope we can somehow come up with a humane and practical solution for these chronic mental cases. I've personally encountered a number of them on the streets over the years, and it's distinctly uncomfortable dealing with them.
I was planning to shop there that night. Heard what happened and didn’t. Still closed today.
So, people are model citizens one minute and not the next and then they are again...
You can only work with the information you have. Without the warrants you would error on the side that he is a model citizen until you are shown otherwise.

Well, that’s for sure..., you only work with the info you’ve got now.
It’s just that “now” changes all the time is doesn’t mean too much — in terms of whether you *really* are a model citizen. It’s just “paperwork” that might accidently catch someone, but a lot of the time doesn’t — and another part of the time, just creates hassles for someone who is *really* a model citizen.
This information is really used *more* like in this article — so someone can say “See!” — and that’s about it...
Thanks to the ACLU people who are a danger to themselves and others have every right to be roaming free to maim and murder the innocent.
You can’t make this stuff up!
This is really going to reduce his chances of getting the security license. ;-)

Well, if he was in Chicago, he could still vote Democrat...
Dude...you totally missed my point...

Which was? Like it didn’t matter whether he got denied or not? He still did it anyway.
Or, the point was — if we had just issued him the license, there would have been no shooting at all. Maybe that was the point. Actually, that’s not too bad of a point. If he had gotten the license, we would have never heard a thing about him. He might have retired on that job...
The bottom line is that it doesn’t make a bit of difference, one way or another... good citizen or not...
The language of this report is imprecise. By ‘security license’, do they men the one described in the Missouri Statues that allows him to act as an armed guard, or even a body guard carrying concealed weapons?
One thing is certain, he would have not made it past first base in trying to get a permit to carry a concealed weapon, for the Sheriff in the county in which he resides would have (should have) arrested him the moment he presented himself to make the application.
This crime is so senseless. And what will he have to show for it? Maybe life in prison, maybe capital punishment.
I doubt very much that there were outstanding arrest warrants on him. An arrest warrant is for criminal offenses, and a city fine for weeds and unpaid property taxes is not exactly a criminal matter. I may be wrong on that. What I don't understand is how his security company employer found out about his unpaid fines. It may be that the city's computer records showed his private police commission and his employer data.
He murdered at least two people after shooting at a cop while having outstanding warrants...hence my sarcastic comment about him being a “model citizen”.

Neither...he was killed by police at the scene.
We had one last week here in Sacramento that saw three people B&E a car. He called his supervisor and they went toward the car. The rats entered the car and attempted to run him down. One shot to the upper chest killed the driver. All the Apt residents were very happy. The talking head asked the apt manager about the legal shooting. He said he didn’t know he had an armed guard. Poor fellow, pull a trigger and fire yourself.

Well, yes, on that basis, I understand the sarcasim.
I’m just saying that that two warrants are really a useless indicator of anything, actually. But, shooting and killing two people, now that’s a pretty good “indicator” all right.
Unfortunately that indicator comes a couple of “shots” too late...
