KANSAS CITY, Mo. — A former Target employee who was turned down for a private security license and planned to "cause havoc" was identified Monday as the man who killed two people in a crowded mall parking lot before he was shot by police.

And if he didn’t have them (in other words, at just a different time period...), he would have been a model citizen (except for his rampage). In other words, a lot of people are model citizens, until a certain point in time and then they are not. So, doesn’t really tell you a whole lot, in many cases.

For example, I would be considered a model citizen in terms of warrants (none ever issued) and say, like my driver’s license (about two or three tickets over about 30 years)..., but one time I was stopped and told I had a revoked driver’s license. Well, there went my “model citizenship” — except for the fact that it wasn’t legitimate. In other words, the DMV doesn’t know how it happened (it was about 20 years ago) and they simply apologized and fixed it and that was it.

Of course, except for the DA who decided that it didn’t matter whether it was the mistake of the DMV or not — I was still guilty. I went to court and he finally decided to drop it five minutes before the case came to the judge...

So, people are model citizens one minute and not the next — and then they are again...

Doesn’t mean too much, really...

The local news said he had an outstanding unpaid fine for excess weeds on his property and $3000 in unpaid property taxes. His sister was interviewed and said he had a history of mental illness and alcoholism. He didn't lose his private police commission over the mental problems, but for the weed fine and property taxes. They reported there was "bad blood" between him and the elderly neighbor lady he killed first.

I hope we can somehow come up with a humane and practical solution for these chronic mental cases. I've personally encountered a number of them on the streets over the years, and it's distinctly uncomfortable dealing with them.

Well, that’s for sure..., you only work with the info you’ve got now.

It’s just that “now” changes all the time is doesn’t mean too much — in terms of whether you *really* are a model citizen. It’s just “paperwork” that might accidently catch someone, but a lot of the time doesn’t — and another part of the time, just creates hassles for someone who is *really* a model citizen.

This information is really used *more* like in this article — so someone can say “See!” — and that’s about it...

Which was? Like it didn’t matter whether he got denied or not? He still did it anyway.

Or, the point was — if we had just issued him the license, there would have been no shooting at all. Maybe that was the point. Actually, that’s not too bad of a point. If he had gotten the license, we would have never heard a thing about him. He might have retired on that job...

The bottom line is that it doesn’t make a bit of difference, one way or another... good citizen or not...

The language of this report is imprecise. By ‘security license’, do they men the one described in the Missouri Statues that allows him to act as an armed guard, or even a body guard carrying concealed weapons?

One thing is certain, he would have not made it past first base in trying to get a permit to carry a concealed weapon, for the Sheriff in the county in which he resides would have (should have) arrested him the moment he presented himself to make the application.

This crime is so senseless. And what will he have to show for it? Maybe life in prison, maybe capital punishment.

It's not a license, it's a private police commission card. The card allows them to carry a weapon while on duty as a security guard, but not to carry the weapon concealed or carry it loaded in their car. Most security guards ignore the rules and wear their gear in their cars going to and from work, and going in to stores, etc. Some private security guards working executive security carry concealed weapons, but I don't know how the Board Of Police Commissioners here handles that aspect of the work. The standard private police commission doesn't allow it.

I doubt very much that there were outstanding arrest warrants on him. An arrest warrant is for criminal offenses, and a city fine for weeds and unpaid property taxes is not exactly a criminal matter. I may be wrong on that. What I don't understand is how his security company employer found out about his unpaid fines. It may be that the city's computer records showed his private police commission and his employer data.

Neither...he was killed by police at the scene.

We had one last week here in Sacramento that saw three people B&E a car. He called his supervisor and they went toward the car. The rats entered the car and attempted to run him down. One shot to the upper chest killed the driver. All the Apt residents were very happy. The talking head asked the apt manager about the legal shooting. He said he didn’t know he had an armed guard. Poor fellow, pull a trigger and fire yourself.

Well, yes, on that basis, I understand the sarcasim.

I’m just saying that that two warrants are really a useless indicator of anything, actually. But, shooting and killing two people, now that’s a pretty good “indicator” all right.

Unfortunately that indicator comes a couple of “shots” too late...

Um, yes. I meant as he was contemplating the act. If he was of a mind to get a job in security, it would naturally follow that he would be more aware than most of what happens to people with whom security personnel “interact with”. Like, a lot of them get thrown in the criminal justice system. Do the crime, do the time. Shoot up a mall? Ask to be shot yourself.
