Rudy's pathetic statements bring to mind the Dickens character Uriah Heep (from David Copperfield).

Uriah Heep was notorious for wielding undue influence, a bounder who was always planning and plotting, ingratiating himself into the confidence of others.

Uriah Heep was obsequious, manipulative, and wormed his way into positions of influence. Uriah was a consummate con man, and not to be trusted.

Translated into the language of the popular culture, Uriah Heeps, like Rooty position themselves as amenable to conservative qualities of faith and compassion, but are insincere in these feelings, and use conservatives, and issues important to conservative voters, to advance hidden agendas and political ambitions.

Like Uriah Heep, power-hungry Rooty feeds on conservative victories, and deploys self-serving strategies to his own selfish purposes.

Conservatives are on to this (which is one of the reasons Rooty and his team evince an utter contempt for conservatives).

Christian conservatives are aware of whom they serve and watch carefully to see if promises made to them are empty.

Rudeo coyly speaks the conservative language to appeal to conservative values, but he is not a believer, just a latter-day Uriah Heep.
