Since 2003.

According a Google cache his bio (which has been taken down from the USAID website), Tobais was a bigwig at AT&T until 1993, after which he became Chairman, President and CEO of Ely Lilly until his retirement in 1999. He and his son wrote a book during his retirement before the President appointed him to his job in the State Department in 2003.

I recall reading elsewhere that this fellow came to government from the corporate sector where he was quite successful. He probably resigned to spare the administration the need to put up with another distraction, but I would like to think that he had honor enough that, caught straying, he resigned rather than trying to defend what he was doing.

How many US Senators are curently 65 or over. I wish a few of them (including The Swimmer, Bobby Byrd, etc.) would retire as well.
