Brian Williams said they didn’t receive it until today. The zip code was changed at least 3 times.

Well, that can be proven to be wrong by two things. One your “eyes” and the second thing is your knowledge of postal service delivery.
The first thing — your *eyes* tell you that it was received and hand-written by the postal employee on Monday at 9:10 AM. You can *see* that with your own eyes, looking at the web site where they provide you of a copy to look at.
Second thing — anyone who has ever used the postal service express mail *knows* that they *do not* deliver on the same day that they receive the package. They will deliver it the next day. But, in this case there is the wrong zip code and the wrong address (and you can see it scratched through). That delays the package by one more day. Hence — it arrives on Wednesday.
Thus, we see by our “eyes” and by “common knowledge” and by “common sense” — that exactly what we have been given in this report is accurate and true.
