Doesn't Virginia Tech have a special responsibility to protect their students since they prohibit self defense?

I would think so.

You can bet the victims families will let a court decide that one at one of the lawsuit trials.

No, it’s worse than than that. Va. Tech actually disciplined a student about 2 years ago for lawfully carrying a concealed handgun. In response, Virginia Citizen’s Defense League lobbied for a bill to allow students (with CHPs) to carry on campus. The bill failed in committee.

To quote Va. Tech when that bill failed:

“Virginia Tech spokesman Larry Hincker was happy to hear the bill was
defeated. “I’m sure the university community is appreciative of the
General Assembly’s actions because this will help parents, students,
faculty and visitors feel safe on our campus.”
