They kept him plenty busy and destroyed his ability to shoot unmolested. If you have even been up on that tower, you know what a perfect place that is for an ambush.

Unfortunately, they all missed.They failed to kill Whitman.
They suceeded in saving lives.
Had Whitman continued shooting completely unmolested, there would have been more corpses to bury.

If I can recall the incident, one of the shots from the armed citizens hit the primary rifle he was using and put it out of action. I think he still had an M1 carbine and shotgun.

Actually, they did not really. There was chipped concrete around his original shooting position, some chunks of which may have partially blinded him.
He moved to the other side of the tower where his target opportunities were fewer.
