If Rudy Giuliani's cross-dressing escapades were the worst thing he ever did in public, you might have a point. His own well-documented radical leftist track record on a few key issues disqualify him from any consideration as a presidential candidate, in my opinion.
My biggest concern about these cross-dressing episodes is that they -- in combination with other aspects of his personal life -- paint a picture of a person with some pretty serious psychological baggage.

I was watching an appearance of Bruce Willis on Letterman this week. He came out in a wig. They then showed that he has a long history of wearing various "funny" wigs when he appears on Letterman. If a shtick works, they continue to do it again and again.
Giuliani first came out in drag because it was so opposite his tough guy image. When it was accepted as a successful idea, he continued in the same vein. To go further. He also appeared as the Lion King and in other get ups.
At worst, he is no great entertainer. But then you're no great psychoanalyst.
No, J. Edger Hoover had serious psychological baggage. Rudy has a sense of humor and is very secure in his manhood.
