Yeah, I see a lot of herd of feral ponies running around in my area. Want to try again with an analogy that actually makes sense?

If they're overpopulated in your area, have at it. The government has hunts to control the wild horse population out West every year. Assateague Island has a wild pony colony, and controls its population with contraception via dart gun (on the Maryland side) and by rounding up ponies and auctioning them off(Virginia). That works as long as there are enough homes for the ponies, but capture and adoption has saturated the demand in the West.
