Public approval for Congress is at its highest level in a year as Democrats mark 100 days in power and step up their confrontation with President Bush over his handling of the Iraq War, the issue that overshadows all others.
Overall approval for Congress is 40 percent. The survey shows Bush's approval ratings remain in the mid-30 percent range, that a striking 39 percent strongly disapproves his handling of foreign policy and the war on terror, and that the public has scant hopes that the president and Congress can work together to solve the country's problems.

"Support is lower among self-described political independents, who deserted Republicans in last fall's elections to give 57 percent of their votes to Democrats. Now, only 32 percent of them register approval of the job Congress is doing; 36 percent favor the way Democrats are handling Iraq."
So the Dems are losing support among independents and the Repubs continue to think the Dems are worthless, yet Dem Congressional approval is rising.
I was unable to find a link in the article to the underlying make-up of those sampled for the poll.
So you’re saying this is wishful thinking on the part of the headline writer? It’s really hard to see what there is to approve of.

I approve of Congress doing nothing the less they do the better for the country.
Headline news ran this story this morning on the radio without mentioning any percentages. Goebbels would be so proud!
If approval of Congress is rising it must be among the Taliban. Congress has failed to:
1. Face the massive invasion by illegal aliens.
2. Lower taxes.
3. Reduce spending
4. Curb corruption
5. I could go on and on

Even so, 57 percent of those polled disapprove of the job Congress is doing. The AP-Ipsos Poll shows that congressional Democrats have not yet attracted significant support among independent voters. Forty percent of those surveyed said they approve of the job Congress is doing, up from the 25 percent approval rating for the outgoing Republican-led Congress. The poll shows public opinion is split on the way Democrats are handling Iraq -- 40 percent approve, 57 percent disapprove. The poll is based on interviews with 1,000 adults, including 819 registered voters, and was conducted between April 2 and 4. The margin of error was 3 percentage points.
Notice exactly the same split - 57% disapprove / 40% approve - on both overall job the Congress is doing and on the way Democrats are handling Iraq / foreign policy.
If Democrats think that following Code Pink and moveon.org prescriptions on Iraq and trips to Syria and conducting their own "foreign policy" is Rx for success, they are seriously mistaken and misinterpreted 2006 elections.
Of course, let's hope that Republicans learned what and how not to do, from 2006 elections, too.
