The idea is that their FEAR of a backlash constitutes an outrage, ergo we're committed to NOT lash out against them, because they FEAR this.
Try it out:
You FEAR audits, right? Your fear is costly to you, and therefore it's a kind of payment. You've PAID! Ergo the IRS is committed to NOT audit you because of this fear.
