Why doesn’t the press remember the Chinese stealing our nuclear secrets during Richardson’s tenure of the DOE?

Unlikely, Aragon was around a long time before carpetbagger Richardson came on the scene. Richardson really didn't have to deal with him directly until he became governor in 2002. By that time Manny was out the door of the legislature, or close to it.

BTW, the new Dem AG, Gary King, is the son of the former governor and an old style Democrat -- liberal but with integrity. Unlike the former Rat AG, Patsy Madrid, he will work with the US Attorney in prosecuting those charged. Madrid said she would prosecute key witnesses under state law so they immediately dummied up, and likely contributed to the near-perp walk that the former Rat state treasurer received when he was acquitted of all but one of some 30 charges of bribery, fraud, money laundering, etc.

One interesting point is that, before being appointed by President Bush, the back-stabbing dismissed US attorney David Iglesias ran against Madrid for AG and lost.
