Army’s War Funds Can Last Through July, Report Says

WASHINGTON, March 30 — The nonpartisan Congressional Research Service has estimated that the Army has enough budget flexibility to pay for its military operations through July in the event that a standoff between the White House and Congress over Iraq holds up the money the administration says it needs for the war effort.

The service’s report, made public Friday by Senate Democrats, said the Pentagon may have to shift money between accounts and curtail some nonessential activities, but said Congress has provided the military with new ability to do so, lessening the potential for disruptions until additional money is approved.

Democrats quickly seized on the findings by the service, which is the research arm of Congress, to defend their handling of the legislation to pay for military operation in Iraq and Afghanistan. But the administration stepped up its efforts to accuse them of delaying money and putting American forces at risk.

The back-and-forth suggested that both sides are digging in for a pitched public relations battle over who bears responsibility for holding up the money, should Mr. Bush veto it because of Congressionally imposed timelines for withdrawing troops from Iraq.

At the White House, Dana Perino, a spokeswoman for the president, took Congress to task for leaving on an Easter break without finishing a final bill to pay for operations through Sept. 30.

“The president was surprised to learn that Congress went on vacation today and that the House didn’t bother to appoint any conferees in which to help try to reconcile the differences between the Senate and the House bills,” she said. “And so I don’t know how much work is going to be able to get done while they’re away.”

What's the difference if the funds run out in April, May, June or July. The result is the same until the dems come up with their next bright idea of how to cut and run without taking responsibility for their actions. The public at large will not stand for the dems beating their drums about supporting the troops but not the mission much longer. If they were smart the dems, and the repubs for that matter, they would propose increasing the current end strength of our military far beyond what is planned today. Repeated and extended tours of duty in a combat zone are causing wear and tear on military personnel and equipment. I know some Marines who are just starting their 4th tour in the Iraq sphere of operations. I fear the NCO ranks will be depleted in the not to distant future if the tempo of operations keeps up at the current or even higher rate if we are forced to respond to a provocation from the likes of the Iranian mullahs.

Media covers the Democrats flank, again.

If the GOP were cutting off funding like this instead of Democrats, the Times front page would be a sob story about a worried soldier in Iraq risking his life and asking plaintively why the st*p*d Congress can't get its act together.

That probably means that the President can move money and troops around for another couple of months after that, so, realistically, September.

He absolutely MUST stretch it to Spring 2008 to make it THE campaign issue.

Wouldn't it be cool, if Iraq takes up where our loser democrat terrorist loving congress leaves off? What I mean is, wouldn't it be great if the Iraqi government started sending checks to the Pentagon? That would be a stick in the eye of Pelosi - although, I am not sure it would be legal.
