RICHMOND - Saying he felt morally correct but not necessarily politically correct, Gov. Timothy M. Kaine on Monday vetoed five bills that would expand the death penalty.
"I feel like I did the right thing," said Kaine, who is opposed to the death penalty but pledged, when running for governor, not to scale back capital punishment laws.
Kaine said he did not violate that promise. The five bills he vetoed would have increased the number of people who would be put to death by the state, he said.
Two bills would have expanded the "triggerman rule," which provides that only the person or persons who actually carried out the murder are eligible for the death penalty, to include anyone who conspired in the murder. Other bills would have made murdering a judge or a witness in a trial a capital crime.

Republicans who worked closely with Kaine to cut a deal on transportation on Monday were quick to criticize his death penalty vetoes.

Sen. Mark Obenshain, R-Harrisonburg, who sponsored a "triggerman" bill, said California mass murderer Charles Manson could not be prosecuted in Virginia for capital murder even though he ordered numerous killings.
The General Assembly meets April 4 to decide whether to accept or override Kaine's vetoes. I t may have the votes to override some of the vetoes on death penalty bills.

What happens in prison (according to Dr. Deane, the Dem National Chairman) is that convicted murderers who could have, but didn't, get the death penalty, kill at least one more person, most likely someone in the can for a whitecollar crime.
If Kaine really thinks being an accessory to murder is morally superior, God help us if he ever decides to do something immoral eh!

He campaigned that he didn't support a smoking ban, so what did he do to HB 2422, he has amended it so that it is a total smoking ban..........

I do not understand where his moral compass is. He vetoed a bill that would allow the death penalty for those who plan a murder but don't actually commit the murder. So, if UBL was caught in Virginia, we couldn't give him the death penalty for 9/11 by Timmy's moral compass even tho UBL is responsible for those 3,000 deaths - some of which happened in Virginia.
That's about it in a nutshell.

I think it consists entirely of what is politically expedient for him.

I realize it is not such an earthshattering issue as the death penalty, however, it is still the opposite of what he said during the campaign, thus making it very similar, at least in context of his amendments.
oTOH, he did scale back the mandatory HPV vaccine, by basically handing the decision of yes or no back to parents, which IMO, is a good thing.
He's the typical nanny-stater.
I still haven't heard the details on the transporation plan. I'm afraid to look at the paper....

UBL would be subject to death in Virginia's already existing terrorism laws.
