Hersh isn't doing much more than speculating, which is about all his stuff ever turns out to be. He has good sources but if he sticks to them his stuff isn't particularly controversial. To make it saleable he extrapolates. That isn't journalism, it's fiction writing.
Large-scale military operations aren't really his field, either. But if he wants to scare the crap out of the Iranians I wouldn't lift a finger to stop him.

I would bet that Hersh speaks with retired General Officers who served primarily under Clinton. These former officers would be out-of-the-loop and anything that they would have to say would be a guess -- an educated guess -- but a guess nonetheless.
