Maryland elected a Republican governor four years ago - the first in a generation - and the attacks on him began immediately. The democrat-run Legislature attacked every decision and statement Governor Ehrlich made, with the Baltimore Sun and the Washington Post acting as enablers - burying positive reports and aggressively publicizing anything that could be twisted to make him look bad.
Maryland has a huge number of political employees - over 7000 were in place by the end of the previous Dem governor's service. Governor Ehrlich removed about 300 of them to put in place people that he wanted in those positions, and the screaming and finger-pointing and INVESTIGATIONS never stopped. (Anyone remember MD4BUSH?)
Millions of dollars were spent on this investigation of something that was totally legal, and customary - except for the fact that no Republican had been elected in so long that the concept of working at the pleasure of the Governor had become an inconvenient distant memory.
I think that Schumer, Emanuel, and the other Dem operatives, such as Russert, Steffi, Schieffer, etc, witnessed this successful persecution of a good man and decided to follow the same template of persecution of President Bush when they got into the majority in our national Legislature.

Pretty pathetic. Not even pretending to be a "Journalist" anymore.
