IIRC there are about 9 appropriation bills that were never passed, so the agencies funded by these bills are still under the CRA. Their funding has essentially been frozen at fy06 levels.
The Dems have put a gun to Bush's head in an attempt to blackmail funding increases for programs the could not get through the regular appropriations process.
This is not a reflection of good leadership or governance. It is political extortion and should be called as such.

It has nothing to do with whether it will become law or not. It sends a signal to the enemy that the US wants out of Iraq sooner rather than later and that they have an ally in the form of the Dems who now control Congress. The very fact that the Dems had enough votes to pass the bill is significant.
We will see how this proceeds and whether the WH will make some concessions in order to get an appropriations bill it can sign before the middle of April. I can see benchmarks without firm dates being such a concession.
