It has nothing to do with whether it will become law or not. It sends a signal to the enemy that the US wants out of Iraq sooner rather than later and that they have an ally in the form of the Dems who now control Congress. The very fact that the Dems had enough votes to pass the bill is significant.

We will see how this proceeds and whether the WH will make some concessions in order to get an appropriations bill it can sign before the middle of April. I can see benchmarks without firm dates being such a concession.

I agree with you- the vote did matter internationally and it did signal that there are some who think that we have the luxury of surrendering.
