HE WHO wishes to decide whether man is the modified descendant of some pre-existing form, would probably first enquire whether man varies, however slightly, in bodily structure and in mental faculties; and if so, whether the variations are transmitted to his offspring in accordance with the laws which prevail with the lower animals.

It might also naturally be enquired whether man, like so many other animals, has given rise to varieties and sub-races, differing but slightly from each other, or to races differing so much that they must be classed as doubtful species? How are such races distributed over the world; and how, when crossed, do they react on each other in the first and succeeding generations? And so with many other points.

The enquirer would next come to the important point, whether man tends to increase at so rapid a rate, as to lead to occasional severe struggles for existence; and consequently to beneficial variations, whether in body or mind, being preserved, and injurious ones eliminated. Do the races or species of men, whichever term may be applied, encroach on and replace one another, so that some finally become extinct?

We shall see that all these questions, as indeed is obvious in respect to most of them, must be answered in the affirmative, in the same manner as with the lower animals.

It has been urged by some writers, as an important distinction, that with man the young arrive at maturity at a much later age than with any other animal: but if we look to the races of mankind which inhabit tropical countries the difference is not great, for the orang is believed not to be adult till the age of from ten to fifteen years.*(3)

But the sense of smell is of extremely slight service, if any, even to the dark coloured races of men, in whom it is much more highly developed than in the white and civilised races.* Nevertheless it does not warn them of danger, nor guide them to their food; nor does it prevent the Esquimaux from sleeping in the most fetid atmosphere, nor many savages from eating half-putrid meat.

It appears as if the posterior molar or wisdom-teeth were tending to become rudimentary in the more civilised races of man...In the Melanian races, on the other hand, the wisdom-teeth are usually furnished with three separate fangs, and are generally sound; they also differ from the other molars in size, less than in the Caucasian races.

It is an interesting fact that ancient races, in this and several other cases, more frequently present structures which resemble those of the lower animals than do the modern. One chief cause seems to be that the ancient races stand somewhat nearer in the long line of descent to their remote animal-like progenitors.

Finally, it may not be a logical deduction, but to my imagination it is far more satisfactory to look at such instincts as the young cuckoo ejecting its foster-brothers, ants making slaves, -- the larvae of ichneumonidae feeding within the live bodies of caterpillars, not as specially endowed or created instincts, but as small consequences of one general law, leading to the advancement of all organic beings, namely, multiply, vary, let the strongest live and the weakest die.

Whether primeval man, when he possessed but few arts, and those of the rudest kind, and when his power of language was extremely imperfect, would have deserved to be called man, must depend on the definition which we employ. In a series of forms graduating insensibly from some ape-like creature to man as he now exists, it would be impossible to fix on any definite point where the term "man" ought to be used. But this is a matter of very little importance. So again, it is almost a matter of indifference whether the so-called races of man are thus designated, or are ranked as species or sub-species; but the latter term appears the more appropriate.

The partial or complete extinction of many races and sub-races of man is historically known... Extinction follows chiefly from the competition of tribe with tribe, and race with race. Various checks are always in action, serving to keep down the numbers of each savage tribe,- such as periodical famines, nomadic habits and the consequent deaths of infants, prolonged suckling, wars, accidents, sickness, licentiousness, the stealing of women, infanticide, and especially lessened fertility. If any one of these checks increases in power, even slightly, the tribe thus affected tends to decrease; and when of two adjoining tribes one becomes less numerous and less powerful than the other, the contest is soon settled by war, slaughter, cannibalism, slavery, and absorption. Even when a weaker tribe is not thus abruptly swept away, if it once begins to decrease, it generally goes on decreasing until it becomes extinct.* * Gerland, ibid., s. 12, gives facts in support of this statement. When civilised nations come into contact with barbarians the struggle is short, except where a deadly climate gives its aid to the native race.

This final knowledge at which man must aim is the understanding of causes which are instinctively perceived. Let me explain: Man must not fall into the error of thinking that he was ever meant to become lord and master of Nature. A lopsided education has helped to encourage that illusion. Man must realize that a fundamental law of necessity reigns throughout the whole realm of Nature and that his existence is subject to the law of eternal struggle and strife. He will then feel that there cannot be a separate law for mankind in a world in which planets and suns follow their orbits, where moons and planets trace their destined paths, where the strong are always the masters of the weak and where those subject to such laws must obey them or be destroyed.

Article I.     (1.) Anyone who suffers from an inheritable  
                    disease may be surgically sterilized if, in  
                    the judgement of medical science, it could be
                    expected that his decendants will suffer from
                    serious inherited mental or physical defects.
               (2.) Anyone who suffers from one of the following
                    is to be regarded as inheritably diseased
                    within the meaning of this law: 
                    1.   congenital feeble-mindedness
                    2.   schizophrenia
                    3.   manic-depression
                    4.   congenital epilepsy
                    5.   inheritable St. Vitus dance
                         (Huntington's Chorea)
                    6.   hereditary blindness
                    7.   hereditary deafness
                    8.   serious inheritable malformations
               (3.) In addition, anyone suffering from chronic
                    alcoholism may also be sterilized.

Article II. (1.) Anyone who requests sterilization is entitled to it. If he be incapacitated or under a guardian because of low state of mental health or not yet 18 years of age, his legal guardian is empowered to make the request. In other cases of limited capacity the request must receive the approval of the legal representative. If a person be of age and has a nurse, the latter's consent is required. (2.) The request must be accompanied by a certificate from a citizen who is accredited by the German Reich stating that the person to be sterilized has been informed about the nature and consequence of sterilization. (3.) The request for sterilization can be recalled.

Article III. Sterilization may also be recommended by: (1.) the official physician (2.) the official in charge of a hospital, sanitarium, or prison.

Article IV. The request for sterilization must be presented in writing to, or placed in writing by the office of the Health Inheritance Court. The statement concerning the request must be certified by a medical document or authenticated in some other way. The business office of the court must notify the official physician. Article VII. The proceedings of the Health Inheritance Court are secret.

Article X. The Supreme Health Insurance Court retains final jurisdiction.

Both sexes ought to refrain from marriage if they are in any marked degree inferior in body or mind; but such hopes are Utopian and will never be even partially realised until the laws of inheritance are thoroughly known. Everyone does good service, who aids towards this end. When the principles of breeding and inheritance are better understood, we shall not hear ignorant members of our legislature rejecting with scorn a plan for ascertaining whether or not consanguineous marriages are injurious to man...Man, like every other animal, has no doubt advanced to his present high condition through a struggle for existence consequent on his rapid multiplication; and if he is to advance still higher, it is to be feared that he must remain subject to a severe struggle.

It is better for all the world, if instead of waiting to execute degenerate offspring for crime, or to let them starve for their imbecility, society can prevent those who are manifestly unfit from continuing their kind. I have hitherto only considered the advancement of man from a semi-human condition to that of the modern savage. But some remarks on the action of natural selection on civilised nations may be worth adding...With savages, the weak in body or mind are soon eliminated; and those that survive commonly exhibit a vigorous state of health. We civilised men, on the other hand, do our utmost to check the process of elimination; we build asylums for the imbecile, the maimed, and the sick; we institute poor-laws; and our medical men exert their utmost skill to save the life of every one to the last moment. There is reason to believe that vaccination has preserved thousands, who from a weak constitution would formerly have succumbed to small-pox. Thus the weak members of civilised societies propagate their kind. No one who has attended to the breeding of domestic animals will doubt that this must be highly injurious to the race of man. It is surprising how soon a want of care, or care wrongly directed, leads to the degeneration of a domestic race; but excepting in the case of man himself, hardly any one is so ignorant as to allow his worst animals to breed.

The aid which we feel impelled to give to the helpless is mainly an incidental result of the instinct of sympathy, which was originally acquired as part of the social instincts, but subsequently rendered, in the manner previously indicated, more tender and more widely diffused. Nor could we check our sympathy, even at the urging of hard reason, without deterioration in the noblest part of our nature. The surgeon may harden himself whilst performing an operation, for he knows that he is acting for the good of his patient; but if we were intentionally to neglect the weak and helpless, it could only be for a contingent benefit, with an overwhelming present evil. We must therefore bear the undoubtedly bad effects of the weak surviving and propagating their kind; but there appears to be at least one check in steady action, namely that the weaker and inferior members of society do not marry so freely as the sound; and this check might be indefinitely increased by the weak in body or mind refraining from marriage, though this is more to be hoped for than expected.

Introduction

Everything on this earth can be made into something better. Every defeat may be made the foundation of a future victory. Every lost war may be the cause of a later resurgence. Once Darwin established evolution via natural selection as "fact", and applied this "science" to humans, the scientific justification for a host of horrors, perpetrated by the stronger on the weaker, could be logically made.

Hitler, taking Darwin's views to their logical conclusion, was only building upon Darwin's blueprint. This is indisputable.

Finally, as to the argument that the teacher's recounting of this material didn't belong in a science class, the truth - equally indisputable - is that neither does Darwin, based on the faulty observations and reasoning upon which he founded his theories; theories which - in essence - were taken largely from Thomas Malthus:

Hence, as more individuals are produced than can possibly survive, there must in every case be a struggle for existence, either one individual with another of the same species, or with the individuals of distinct species, or with the physical conditions of life. It is the doctrine of Malthus applied with manifold force to the whole animal and vegetable kingdoms; for in this case there can be no artificial increase of food, and no prudential restraint from marriage. Although some species may be now increasing, more or less rapidly, in numbers, all cannot do so, for the world would not hold them.

Darwin, writing of Malthus said,

"In October 1838, that is, fifteen months after I had begun my systematic inquiry, I happened to read for amusement Malthus on Population, and being well prepared to appreciate the struggle for existence which everywhere goes on from long- continued observation of the habits of animals and plants, it at once struck me that under these circumstances favourable variations would tend to be preserved, and unfavourable ones to be destroyed. The results of this would be the formation of a new species. Here, then I had at last got a theory by which to work."

It is certainly true that the productivity of the soil can be increased within certain limits; but only within defined limits and not indefinitely. By increasing the productive powers of the soil it will be possible to balance the effect of a surplus birth-rate in Germany for a certain period of time, without running any danger of hunger. But we have to face the fact that the general standard of living is rising more quickly than even the birth rate. The requirements of food and clothing are becoming greater from year to year and are out of proportion to those of our ancestors of, let us say, a hundred years ago. It would, therefore, be a mistaken view that every increase in the productive powers of the soil will supply the requisite conditions for an increase in the population. No. That is true up to a certain point only, for at least a portion of the increased produce of the soil will be consumed by the margin of increased demands caused by the steady rise in the standard of living. But even if these demands were to be curtailed to the narrowest limits possible and if at the same time we were to use all our available energies in the intenser cultivation, we should here reach a definite limit which is conditioned by the inherent nature of the soil itself. No matter how industriously we may labour we cannot increase agricultural production beyond this limit. Therefore, though we may postpone the evil hour of distress for a certain time, it will arrive at last. The first phenomenon will be the recurrence of famine periods from time to time, after bad harvests, etc. The intervals between these famines will become shorter and shorter the more the population increases; and, finally, the famine times will disappear only in those rare years of plenty when the granaries are full.

And a time will ultimately come when even in those years of plenty there will not be enough to go round; so that hunger will dog the footsteps of the nation. Nature must now step in once more and select those who are to survive, or else man will help himself by artificially preventing his own increase, with all the fatal consequences for the race and the species which have been already mentioned. It may be objected here that, in one form or another, this future is in store for all mankind and that the individual nation or race cannot escape the general fate.

The day will certainly come when the whole of mankind will be forced to check the augmentation of the human species, because there will be no further possibility of adjusting the productivity of the soil to the perpetual increase in the population. Nature must then be allowed to use her own methods or man may possibly take the task of regulation into his own hands and establish the necessary equilibrium by the application of better means than we have at our disposal to-day. But then it will be a problem for mankind as a whole, whereas now only those races have to suffer from want which no longer have the strength and daring to acquire sufficient soil to fulfil their needs. For, as things stand to-day, vast spaces still lie uncultivated all over the surface of the globe. Those spaces are only waiting for the ploughshare. And it is quite certain that Nature did not set those territories apart as the exclusive pastures of any one nation or race to be held unutilized in reserve for the future. Such land awaits the people who have the strength to acquire it and the diligence to cultivate it.

Nature knows no political frontiers. She begins by establishing life on this globe and then watches the free play of forces. Those who show the greatest courage and industry are the children nearest to her heart and they will be granted the sovereign right of existence.

A time will come, even though in the distant future, when there can be only two alternatives: Either the world will be ruled according to our modern concept of democracy, and then every decision will be in favour of the numerically stronger races; or the world will be governed by the law of natural distribution of power, and then those nations will be victorious who are of more brutal will and are not the nations who have practised self-denial.

Nobody can doubt that this world will one day be the scene of dreadful struggles for existence on the part of mankind. In the end the instinct of self-preservation alone will triumph. Before its consuming fire this so-called humanitarianism, which connotes only a mixture of fatuous timidity and self-conceit, will melt away as under the March sunshine. Man has become great through perpetual struggle. In perpetual peace his greatness must decline.

As you can see, Hitler had so bought into Darwinian thoughts on natural selection and the struggle for existence, and on Malthus' ideas of unsustainable population growth, he founded his entire ideological and political agenda around them.

Again, these facts are indisputable.
