He was intransigent in dealing with state-controlled entities such as the Jacob K. Javits Convention Center and the Port Authority of New York & New Jersey.

I'm not even a New Yorker and I know that Javits and the Port Authority have had questionable problems with unions and corruption and all that goes with those things.

Both of these entities feel as though they are above everyone else. They are mini fiefdoms that operate in a feudal spirit. They each exhibit a lofty independence that nly liberal snobs and bureaucrats can bring to an institution.

Yu are correct in your assessment.
