The insurgents have been unable to *increase* their attacks on U.S. forces. That's the real story, not that there has somehow been no let up in attacks (which are killing fewer of us, by the way).

We have conclusively seen the peak of what Al Qaeda can mount and maintain in Iraq. This is highly valuable statistical information. It shows the limits of their ability to project power.
