Plame, like the Democrats, Fitzgerald and the trolls on this thread is playing word games.
She (and they) are trying to confuse the issue.
If Plame was classified covert (in the sense of being a NOC, not official cover), it was simply a matter of paperwork. That is, she was still classified from her work long ago and nobody bothered to unclassify her status.
Even if that is so, she is not protected by the IIAPA statute. So it is totally irrelevant, as no laws were broken in the "leaking" of her name.
