As others have said, this is sick. The person who did this is sick, there was no good reason to do this.
But once again the press is "short" on the story. Did her dog run off the lease in the neighborhood? Had neighbors complained about the dog? Was the dog taken from the house, back yard or was it wandering the neighborhood when it disappeared?
Ok, wandered away.

Good questions with no answer here. But the action taken by the police indicates they are taking it more seriously than a neighborhood "prank":
