Get them used to being tracked and spied upon when they're young...after all, it's "for the children." They won't protest when it's the Fed watching them do everything including visit the bathroom when they get older.

This won't "protect" the chirrun one bit, but it will make it easier for the cleanup crew (aka - the police) to find the bodies.
