Both of these "girls" were absolutely accountable for their actions and behavior, just as their parents are accountable for whatever decisions they made in raising them. EVERY adult is accountable for their behavior, barring mental retardation. These "girls" made conscious decisions and followed them through, knowing they were illegal and wrong.

Yes at 18 but if it is not something that was enforced by their parents as children then NO that is not the case. You cant say that a child who has been abused its whole life (not saying that these girls were by any means) is then emotionally stable to make rationale decisions. These girls probably had absent fathers who let them do as they pleased and rewarded them with money and gifts instead of the attention that they wanted.
