I don't know if outing is an issue at all, the prosecution claimed he lied criminally and knowingly. I think that is near impossible to prove and considering how convoluted the whole situation was, I do not know why it was even a big deal.
It was a potential probably unknowing lie about a non-issue!
So why the prosecution?

The prosecution was clearly to try to extract some---ANY---information about Cheney or Rove. BUT LIBBY'S IDIOT LAWYER played right along, saying Libby was a fall guy for his boss. Are you kidding me? It was a weak, pathetic strategy from the beginning, whether or not Libby actually lied about anything---and that's a point none of us will ever know.
