I did a search on this to see if she could be quoting or imitating someone, and found it is an old Gospel Hymn made famous by a black Reverend, the Rev. James Cleveland.

So either Hellary was quoting Rev. Cleveland, or she was trying to fool the blacks she was speaking to that she was just like Rev. Cleveland.
