All day today we are covering speakers and panels at the 34th Annual Conservative Political Action Conference in Washington, DC. This morning, we'll hear from Republican presidential hopeful former New York City Mayor Rudy Giuliani. He will be followed by Reps. Scott Garrett (NJ), Tom Tancredo (CO), and others.

Rudy:

We have to all understand - we're a country of ideas. Ideas link us together. We're not a country of one ethnic group. We're not one religion. We're all different races.

What identifies us as Ameicans are ideas. Our ideas are wonderful ideas and the world is moving toward those ideas. When Reagan deployed cruise missiles and aimed them at the Soviets, it was unpopular with the media. TYpical president maybe wouldn't have done it because it made him unpopular.r Made his poll numbers go down.

He made those decisions because didn't just consult public opinion. He consulted his ideas.

Abraham Lincoln had to do the same thing. The war was unpopular. Draft riots in ... (some city).

Lincoln didn't have to listen to polls on CNN but he would probably have made the same decisions which was it was his goal to keep the union together and end slaver yand not to cave to public pressure to end the war. If he'd done that, we'd have two separate countries that would have gone to war with each other in the future and more lives would be lost ultimately.

When you do non-binding resolutions, you're trying to escape having to make those hard decisions.

I guess he can invoke him because he WORKED for him. :)

So did Democrat James Webb. I guess he can invoke Reagan now and say that he was part of the Reagan Revolution too despite his oppositional views.

Just compared disagreements with conservative principles with minor disagreements between family, husbands, wives, children. Trying to minimize the gross differences between his liberal views and those of conservatives.

Talking taxes now. Saying he cut taxes in NYC.

Said he's about giving "more freedom to people." Ignoring the need to give life and freedom to the millions of unborn children killed by abortion. They'll never see freedom - or life.

Now he's talking reducing crime. Running pornography and prostitution out. Ignoring the hundreds of thousands of criminal illegal aliens he openly provided sanctuary for - even sued the Federal Government to try to allow him to coddle the criminals and provide them benefits.

Rudy:

Reagan used to say my 80% ally is not my 20% enemy. We have common beliefs that are the ssame and some that are different. That explains our husbands, wives, children.
We don't agree on everything.

You have to decide who do you agree with the most. We believe in giving freedom to people. The core of the Republican party is giving more freedom to people. We do that in ways that show a diastinct difference with the Democrat party.

We believe in lowering taxes. I don't just believe it, I did it many times in NYC. The first time I did it, it was the hotel occupancy tax. It was a small cut and it was the only one I could get from the City Council and State Legislature because we had a big deficit and they wanted to add taxes.

The day after we accomplished it, my first deputy mayor, came into my room and said "You just set a record for tax cuts". I said that can't be; it was a measly tax cut. He said it was the only tax cut done in NY. LOL

Before I became the mayor of NYC it was called the ungovernable city. We had about 2,000 murders a year and one out of 7 were on welfare. Sen. Moynihan said NYC defined deviancy down.

3-4 people murdered a day. Some days it was 7-8 a day. We accepted prostitution, pornography, drug dealing and we were taking the rules and norms of society and making them less deviant. The right to be safe, free, enjoy our area is a big right so the priority, one of them, was to reduce crime. The policies led to a cut in crime of about 50% and homocides by 2/3rds.

We went from being the crime capital of America to being the safest city in America. (Newt said the same thing at a seminar two days ago).

Disingenuous. Giuliani is 20% the ally of conservatives and 80% their enemy on conservative issues.

Rudy:

NYC is one of the few cities where crime is continuing to decline and there hasn't been a year since 1994 where it hasn't declined. (WOW)

1.1 million city residents on welfare (one in 7) and I said we can't accept that. We have to look at things differently. We established a work program and said if you were getting a welfare check, you had to work 20 hours a week in exchange for the $$.

We did it because we cared about people more. I believe that our policies and programs, to give people access to ecnomic ssystem we have brings more people out of poverty than the systems of dependancy.
