To some merely not hating gays is being pro-gay. In my definition being pro-gay is being in support of affirmative action like preferences and crime legislation that somehow makes their crime better(or worse) then a crime against a straight person. It also means being beholden to their special interest groups.

I think that's right on. "Pro-gay" to me means pandering and giving a status to gay people that others don't have, and "anti-gay" is an effort to restrict the rights of gays (sodomy laws, miltary service ban, etc.) I think government should be neutral.
