Cheney attacks China's 'aggression'

Dick Cheney condemned China's military build up and its recent shooting down of a satellite yesterday, branding Beijing's actions as "not consistent" with peaceful intentions.
During a visit to Australia, the United States Vice-President praised China's "important role" in the recent deal with North Korea over its nuclear programme. But he said that "other actions by the Chinese government send a different message".
He said: "Last month's anti-satellite test, and China's continued fast-paced military build-up are less constructive and are not consistent with China's stated goal of a 'peaceful rise'."
His comments in Sydney marked the toughest anti-China rhetoric used by the Bush administration since the 2001 crisis when the 11 crew of a US surveillance plane were detained after it collided with a Chinese jet.
After one of its missiles destroyed an obsolete weather satellite on Jan 11, Beijing said the strike was a test for "scientific" purposes. But the firing was condemned by Washington as a provocative demonstration of military might and a potential trigger for an arms race in space.
China's armed forces and its economy have grown rapidly over the past decade, heightening fears in the US government that the balance of military power in the Pacific could be shifting away.
Beijing said in December that it was strengthening its 2.3 million-strong military to guard against any move by Taiwan to achieve independence, but insisted it was committed to peace.
Speaking just after a visit to Japan, Mr Cheney sought to reassure allies in Asia, and some conservative critics in Washington, that the North Korea agreement, which requires the Stalinist state to close nuclear facilities in return for energy aid, was not a sign the Bush administration was going soft on Pyongyang.
