I think it would be difficult to prove beyond a reasonable doubt in a court of law that the cat was unwilling. On the contrary, I think there would be plenty of physical evidence, in the form of long, parallel bloody lines.

I had one kitty, a long time ago, that I could dress up and play with just like a doll. Some cats are extremely patient. There's a website, "stuff on my cat," which is nothing but pictures people have sent in of their cats with various items piled on top of them.
