And it is the CONGRESSMAN's job to to oversee the registration and election process. So when you have a corrupt congressman, well, you remember Stalin's quote: 'It's not the people who vote that count, it's the people who count the votes'.

But every election in PA gets more and more corrupt, ever since Rendell was mayor of Philadelphia and more Democrat votes were cast than voting age people in the city. After every election, voters complain, but there is never any law suit or organized effort to fight the voter fraud.
