You can't "impeach" Congress critters. Years back a group of Puerto Rican independence stalwarts took the only solution available to us other than election.

Bill Clinton finally pardoned them after many decades in prison.

Unless you're willing to take these guys out we're all pretty much stuck with them until the next election ~ if there is a next election ~ if there is still a country at that time.
