"Pull it" refers to pulling the firefighting detail from an unsalvageable building so as not to put the firefighters in any further danger.

it has nothing to do with ordering a demolition.

Silverstein was the property owner, and the mayor and FDNY commissioner told him, in effect: "Look, the building has been evacuated but the firefighters can still try to save it if you want to try. Or we can pull the firefighting detail." And Silverstein in effect said: "Then pull it. You've lost enough guys today - no need to risk more firefighters' lives fighting a blaze when there is no one left in the building."
