Perhaps, but we should bear in mind that the "surge" is not just 21,000 US soldiers - it is also 60,000 to 70,000 extra IRAQI troops flooding the Baghdad region.
The most important aspect of this plan is that our troops and the Iraqi forces are going to hold and stay in each area they control, there is no pulling back out. The terrorists cannot simply wait for us to leave those parts of Baghdad this time because we are not leaving. So they have two choice, either they stay in hiding for a very, very, very long time or they show up and face annihilation. So regardless, it is a win-win situation for us, however I rather prefer that they show up so we can totally and absolutely exterminate them.
