You haven't done your homework. That is an OLD Guiliani quote. It refers to Bill Clinton, not Hillary. And Bill Clinton was to the right (not very far, but clearly) of Hillary, since Bill stole some of his winning issues from the Republicans.

Witness welfare reform, which the Republicans forced on Bill Clinton nationally, and which Guiliani forced through in New York City over the objections of the Democrats.

Do your homework. (I'm assuming that you did not deliberately offer false information.)
