In MA, a Dentist is required (sit down for this) to PAY for an interpreter for a patient.

Have you considered emigrating to the United States. I'd offer to sponsor you, but I live in Michiganistan.

Are they NOT allowed to pass through the costs to the patient?

Heck, I'd mark it up 120%. And insist the patient signed an agreement that if they canceled an appointment within 72 hours of the appointed date/time, they would still have to pay that fee.

In EVERY HOSPITAL IN THE UNITED STATES THE HOSPITAL IS REQUIRED TO PAY FOR AN INTERPERTER FOR WHOEVER WALKS THROUGH THE DOOR.

That's in every state. Look up Executive Order 13166, signed by President Clinton, and then enthusiastically championned by President Bush. Then call your congressman and demand he sponsor HR 768 (to revoke EO 13166) and HR 768 (to make English the official language and establish that there exists no right to demand foreign language service.)
