I think he can claim the title in much wider circles than merely the U.S. Senate. Still, he does show just how much of an utter buffoon and complete moron one can be, and still serve in the Senate.
It's frightening, really, and made much more so by his own delusional belief that he's actually intelligent.
Now that's just racism! Maybe Biden was referring to our first black President. Brother Bill! :^)

A few years back denzel washington accused society of not seeing his movies because we're racist. Doesn't sound conservative to me (because generally conservatives aren't delusional race-baiters).
Didn't he also diss the homos? I recall him making comments about being happy his son is normal and likes women. I think he said this during some hearings.

I guess Condi Rice & Stanford professor Tom Sowell, for example, aren't "mainstream", even though they are prominent professionals in their fields.
Also, notice how Biden is showing great intolerance for ebonics, hiphop culture, low hanging pants, etc etc.
